I'll never understand why anyone would willing play a rail shooter with a D-Pad, least of all Star Fox, but okay.

Yeah, circle pad (3DS), analogue stick (Wii U), I imagine. Wouldn't it just be the D-Pad mapped to the stick, therefore working just as sluggishly as the D-Pad?

The main incentive for playing with the d-pad is that it's the only way the excellent Star Fox is available to be played, thus there's no choice in the matter.
It's not really sluggish since the game was designed specifically for it. It also doesn't suffer from the complaints people typically levy against digital d-pads because the game isn't 3D, so any analogue stick control would simply provide the same input.

I remember it being sluggish and imprecise when I last played it, it definitely felt off. I couldn't stand it.

Were you playing on an hdtv? There is sometimes lag when playing older systems.
