I voted for SotN and Strider. Easy picks for me.
Meanwhile, I have very strong feelings against Fallout 3. It has some serious lore problems coming from Fallout 1 & 2, and unfortunately that makes it prohibitively difficult for me to appreciate it. New Vegas, meanwhile, was written by former Black Isle (FO1/2 studio) folks, so it's fantastic. It's a shame, as I recognize FO3 as an "objectively" quality game, but I can never enjoy it.

8 is probably my favorite; I played a little of 10 and it didn't grab me like 8 did. I own 7 but I can't remember if I've ever played it, and I know I haven't played 9. But 2 is my second favorite due to its well-worked simplicity.

VII seemed kind of imbalanced to me personally. I felt like VIII was just a straight improvement over VII, but it's been awhile since I played VII. If I'm remembering right, VII was the first ROTK game where you could play officers as well. I liked that and it resulted in some hilarious situations. There was one game where I played as Hua Xiong in which Zhang Rang took over for He Jin and then proceeded to kick Dong Zhuo's ass (unfortunately for me) and win. But ROTK VIII seemed like it had a better battle system and more options overall.
I didn't like IX honestly, but X was good. It felt like a more modern reimagining of VIII. My problem with X is that Cao Cao was broken beyond belief due to the removal of various cities in the South and a lot of benefits they gave to Cao Cao in general. I think I'd enjoy X more with the PUK, maybe.
I wanted to like XI but couldn't get into it as much as the others. The way you built up cities felt lame to me in particular. I like some of the earlier ROTKs like Wall of Fire but prefer the ones where you can play as officers. IMO Nobunaga's Ambition does ruler-only strategy gaming better. ROTK XIII looks incredible to me.

There's one on the eShop, but unfortunately it's one of the worst ones in the series (I shouldn't say "worst" since they're all good in their own ways, but RTK IV is fairly unrepresentative).

I remember having fond memories of Wall of Fire but finding it totally imbalanced. I liked it overall though. I can't remember if I played II and III.
