I've only played the outstanding Gyruss here as well as Double Dragon Neon - a fan service game that's fun but not special. I voted for the former. Never did beat it.

But seriously Papers, Please is a startlingly good little game. Never has a clunky UI been so good!

Nah dude HL2 is an exercise in frustrating, cheap design. HL1 is great.
