Japan got some awesome Halloween themes that are way better than our new Mario themes.

I'm not impressed.

I guess I'd like the cat one, if (1) it were monochrome instead of orange and purple (how garish, ugh), and (2) the cat were on the top screen (I use the bottom screen!)

Picked up those Halloween themes before they disappear... I'm surprised it hasn't been gone already!

UPDATE: Purchases of Ultimate NES Remix and the Nintendogs+cats games in the eShop will get you bonus themes. The former has a Famicom Remix related theme.

Shovel Knight on 3DS for PAL regions came with a theme as well.

Having a theme installed slows down the 3DS. Booting up and shutting down just takes little longer.

Not majorly impressed with the Smash Bros. themes, mainly because two of them are the same except one is black and white (and they're the cover art for the actual game) The 3rd one is a little basic.

Cover art itself isn't bad though, looks cool but I wonder if it has all the starting characters if you continue scrolling to the right...

Picked up some themes from Pikmin, Gunvolt, Sonic, Shovel Knight recently. It seems SEGA has been doing everything first on the Theme Shop as of late (in North America)... first theme by third-party publisher, first free theme (not including codes from games purchased or pre-loaded themes [on SD card]), and first company to include a bundle of themes [Sonic Bundle - contains four themes for $5.99].

I thought most of these themes were pretty good... the Shovel Knight one I wish it had like the complete package, but it didn't include sound effects (Yacht Club Games didn't think [for this one], that the NES like sounds should be used on "modern [Nintendo] hardware" for the Nintendo 3DS HOME Menu.

I really like my Pikmin theme. When you move between pages the top screen scrolls and the bottom skin Bulborb moves his eyes and licks his lips.

I was also using the Sonic Boom one for a while since it was free

I have noticed that the themes—even the basic free colour ones—slow down the boot-up a slight amount. It's not really enough to be annoying. Unfortunately, I still haven't found a theme that's not a garish nightmare yet. Sprites and art all over the screen with little regard for subtlety or accent. It's one of the same reasons I don't use PS3/PS4/Vita themes.
