Best Strategy Game pre-launch discussion

OK everyone, it's time for another round-table on qualifications for a side-event, since we like everyone to feel included in important decision-making processes.
Best Strategy Game got a lot of solid nominations. As a rule, we're going to be quite lenient on genre categorization, especially for a category like this one. Strategy is such an old staple of the video game medium that there are many deep, storied, entrenched subgenres: turn-based tactics, tactical RPG, grand strategy, real-time strategy, simulation, etc.
That said, SimCity aside, we really only got one nomination for what I would call a pure sim:
RollerCoaster Tycoon (1999, PC)
Should we include it?
Second note, we also got one nomination for a collectible card game:
Pokémon Trading Card Game Online (Mobile/PC)
I can kind of see someone lumped these in with strategic titles during the nomination phase, but I don't know that gamer tradition typically considers them strategy games. What are y'all's thoughts on this one?
