How much time should I spend in each kingdom? Should I progress and then go back later? Am I able to get all the moons in a kingdom the forst time Im there?

Progress and go back. Some moons can only be gained after "saving" the kingdom. Others require Bowser to be beaten. The rest are

I'm still in Sand Kingdom where I've found over 40 moons already. Also read there will be more moons in Cascade Kingdom at a later point (found 17 in first visit) en Cap Kingdom needs a revisit. So to answer your questions: as much as you want, if you want and no.

I recommend exploring as much as you desire in each kingdom.
Personally, I liked having a good chunk of moons when I beat the game (300+). Made me really explore each kingdom and appreciate the differences seen in the post game. If you get the bare minimum, that's a lot of moons to go find in the post game :p

Has anyone found the moon related to this picture? Looks like the desert to me, tried checking out the area 4C but I didn't find anything.

Isn't that the sand dune where you need to ground pound? The rumble of the joycons would guide you to the exact spot.
